THE ANSWER TO PET OVERPOPULATION IS IN STRICTLY ENFORCED NEUTER/SPAY LEGISLATION WITH NO LOOPHOLES!
To cite our history would require a book-length novel, however, The National Organization to End Pet Overpopulation is just as its name implies: An organization to end pet overpopulation. Other organizations divide their resources among a variety of animal-related causes. NOPO places its total emphasis on one issue: PET OVERPOPULATION.
NOPO is listed with the Internal Revenue Services as a 501c3 non-profit organization. NOPO was born out of a small, but strong-willed local organization formed in 1984 in Lawton, Oklahoma, to combat a serious pet overpopulation problem in a military town of just under 100,000, and in a state cited as one of the worst puppy mill states in the nation.
Undaunted by heavy opposition from local veterinarians (which ultimately resulted in a Federal Trade Commission investigation which ended in our favor), in May, 1985, we established and currently operate the Animal Birth Control Clinic, a high-quality, low-cost neuter/spay facility, one of only a handful of its kind in the nation.at that time.
Through the help of volunteer labor, donations and small grants, we have been able to maintain our low prices and in many cases to provide free services to those in financial need.
Through a grant from a well-known California foundation, we have, from time to time, been able to replace much of our well-worn surgical equipment, including a new state-of-the-art heated surgery table.
Although appointments are booked heavily and local pet owners, as well as those from miles away, line up each day at the front door of our clinic, we recognize that pet overpopulation will never be solved until it is dealt with by legislation that will regulate and tax pet breeding.
An age-old definition of insanity is doing the same things over and over and expecting different results. We are confident that because of the tremendous number of pets that have been neutered and spayed over the years in our clinic, untold numbers of animal lives have been saved. But millions of animals nationwide continue to die needlessly in killing houses we call animal shelters. It's time to try new things.

To volunteer or donate: Along with our veterinarian, the Animal Birth Control Clinic has paid veterinary assistants and kennel workers. However, due to our providing very low prices for our services, we often have volunteers for animal care, laundry and related chores.
